As I understand US law, the difference is who actually owns
the money. In order to apply the central organization's non-profit
status to the local organization's affairs, the accounts must
be in the central organization's name; in that case, the money
belongs to the central organization. (And, as Linda notes, the
central organization becomes responsible for reporting the
finances of all branches.)
